I can't get a bolt into the eyelets at the bottom of the seat stays at the moment, even though the bolt is the same size as the rubber plugs which cover the holes. It seems that the first part of the hole has been covered by the paint job on the frame, effectively shrinking the hole size, is this common and what can I do to sort it?
