I used them in Summer, (Remember them?) in my DF days. I use them on my recumbents when the Streamer Fairing is fitted as they waterproof the gap between jacket and fairing.
Excellent product well worth the money, get the size for you're legs. not your waist.
Keep your thighs + knees dry without getting the boil in the bag effect from full waterproofs, your lower leg might get a bit wet but good mudguards stop most of that .
I keep a pair of these in the side pocket of my panniers all year round for when it really rains .
I almost got these when I was searching for decent rain gear and was always frustrated how my thighs would be the only thing on me to get wet in light-moderate rain. I ended up getting a Carradice cape instead, a lot faster to put on in a sudden downpour as you can just chuck it on over anything you happen to be wearing.
