thinking of putting a full chain case on it.
Not a good idea. Have you ever tried changing a tyre on a bike with a full chaincase at the side of the road, miles from home?

Ha ha, no but I've heard the horror stories, torn between putting it back exactly as was and usability, plus it would hide that nice hand of Rudge chain wheel, which would be a shame.

I wouldleave the chainguard as it is. not all those 3-speedshad them, just like cable brakes vs rod brakes. models were available with all sorts of combinations. Cable brakes plus a top of chain chainguard make for a lighter and better performing bike.
