Don't bother with poison, they won't go for it if there's a stable supply of familiar food to go to. She needs a Notice from environmental health to stop the feeding.

I throw bread out for the birds in the local cemetery. One or two regular dog walkers in there have got it in their heads that it attracts rats. No matter how many times i tell them that throwing bits of bread for the birds is normal and kind of traditional they wont have it. I'll report you to the council, said one old biddy. Rats are everywhere. Whether you leave food out for them or not.

Buy bird seed, bread is bad for birds, traditional or not.

True but living by a canal and feeding them only brings them into the property and then they nest and become an infestation. The advice of not feeding birds or removing food source was from the council pest control who had to come out in summer to get rid of some in another adjacent property after the same women began leaving huge mounds of food on floor for them. They are all around but I don't want them living in my garden/decking/garage

The woman sounds to be a right arse, environmental health would be my response.
Poison, even in baited traps, is no good as carrion eating birds will scoff em and dogs/cats as well.
I'd be tempted to start telling neighbours what the batty woman is up to, see what they think about her attracting vermin to the area.

Once you've got a dead rat try and make a little outfit for it similar to what your neighbour wears, and stick a few bits of thread on it's head to match her hair.

Then lie it next to the food and stick pins in it in a voodoo style.

If she doesn't get the message from that you might have to repeat it, but this time lop it 's head off as well for good measure.

If there is a continual supply of food and a continual supply of outdoor rats, there is a problem. You can't eliminate the numbers of rats because, like mice, they are frantic breeders. You need to eliminate the local supply of food so that they go elsewhere. As others have said, Environmental Health are the people to alert. While waiting for the wheels of local government to grind into action, get yourself an air rifle with a good scope and have some fun.
