As he got a good picture of the car and driver, I expect it wont be too long until they get the driver. They have his face and can locate him via the numberplate.
I agree with what is being said about witnesses though.

Whenever I go out, I always carry a copy of relevant Highway code rules, some paper and a pen, and a copy of a police stop statement I created myself to ensure the police know my rights and what I intend to say and do when stopped for any reason.

This is to take details of everyone involved if I get into an incident. I think the cyclist may have forgotten to take peoples details.

Easy to trace the driver. Police may be interested as the driver left the scene, without exchanging details. At least your friend isn't injured, which is something to be thankful for.

It is showing as insured, although that doesn't follow that the driver is legal.
