How reusable are arm warmers? Are they like jackets - I.e. can be washed once a week without issue?

Also, as someone who uses the ride itself to warm up, do you think just short sleeves and arm warmers would be adequate? I don't ride below 2°C, so I don't need anything 'drastic'.

I don't actually know where the pair I have are but I've got leg warmers and they wash up fine.

How frequently do you find they need to be washed? Though I guess it'd be more often than arm warmers, because arms are pretty idle while cycling.

I'm trying to figure out if I need to spend a little bit on a lot of arm warmers, or a lot on a single arm warmer pair.

Less often than tops and bottoms - they're not near the stinky bits. But if I go out in the cold I'll be wearing long-sleeved jerseys anyway. It's only in warmer weather that I could find a use for them.

Because you don't need to wash them often, one good pair with a quick wash and dry would be better than an army of army things.

So you find that arm warmers aren't really suited for 2°C weather? I think I might just buy a windproof jacket instead and wear a short sleeve jersey underneath.
(Because I'd need to buy lots of long sleeve jerseys, whereas with a jacket I only need the one.)

Used in the summer on very early rides or when the temp is still low. They can be washed, but don't require washing every ride

It's worth remembering that the distinctive parts of cycling jackets are principally extra length and rear pockets (which you can't get at while you're riding if you've got a jacket on top). In nearly all other aspects they're pretty much the same as any other clothing that fits the conditions. I wouldn't get too worried about what you're wearing under the jacket as long as it keeps you warm enough without you overheating, and you keep cotton away from sweaty areas.

What happens at 2°C in Birmingham? Is it illegal to ride a bike?
