Are they short then, Alec? I've measured them at 27mm. Are there any other potential problems he should be aware of?

The dropouts will be fine provided he doesnt want to keep changing gear ratio.
The existing wheel doesnt have the correct threads or offset to fit a track sprocket to without some sort of bodge
