Rear rack bag?

Newly retired and just returned to cycling after a 30 year absence. Bought myself a folding electric bike for daily exercise and going shopping. I am trying to find a decent bag to fit on my rear pannier rack that fits over the battery box. On my old bikes I used to always have a decent saddle bag with a couple of straps through the saddle. These seem to have disappeared.

Now everything is Velcro which does not seem to work. The bike was bought with a bag as a bundle but I returned the bag. There was no way it would stay on. Tried a couple of others but there never seems to be a way of getting the Velcro tight. The bags just flop about with limited security. Using a bungee cord on the one I have now but I might as well just use my little backpack and achieve the same.

Is the nothing with secure straps these days?
 
We might be able to assist if you can provide a picture or at least a link to your bike - you may not yet have file upload permissions (minimum number of posts needed). None of my panniers or my saddle bag are Velcro, but not knowing electric bikes and their battery packs etc I have no idea if you have the clearance for a standard pannier to fit on your rack. I'm guessing the saddle bag I use won't be of any use to you - nowhere near big enough for anything other than bike spares, wallet & phone.

That's a Topeak Super Tourist Rack and MTX bag. The bag slides on the rack and is held on a rail using a plastic panel on the base of the bag, and there are four velcro straps for the corners. There is also a spring clip that catches the back of the rack too nearest the saddle. All very secure and never off the bikes I use them on. Drop down panniers too that fold into their own side pockets if you need them. Your bike will determine the best option for you. Gez
