Too true - I was thinking along those lines but trying to come up with a polite version.

I used to have a band T-shirt with 'Smile ya bastard' written on the back until the day I had to go to A+E with a mate. I did feel quite conspicuous whilst wandering the corridors.

The sign says:

Overtaking Forbidden: Insufficient Breadth

The shaded part of the car is indicating the car is too close to the cyclist; there is not enough breadth and therefore the car is in the "forbidden 1m zone", if you will.
