Base layer, shell and stuff in between.Sleeveless gillets can be worn inside or outside the shell.
In winter the only rear pocket you can access is your shell so you dont need them on every layer.

Synthetic polyester base layer (Lidl), merino base layer, Roubaix tights, long sleeve cycle jacket, waterproof top. Two buffs are good. One over your bonce/ears, and one round your neck. Synthetic LJs and ski socks are good for morale.
Aldi's synthetic base layers (usually grey or light brown) are also pretty decent - surprising for something so cheap.

A good warm base layer indeed. Rogelli is hard to beat on pric/quality. As for a jacket I'd go for Sportful, some of their jackets (Gruppetto) have really good ThermoDrytex Plus on the shoulders that keeps you warm but not too sweaty.

I saw a guy out in short sleeves and shorts , made me cold just looking at him.

Must be my thin blood!

Don't worry about it. He was probably a Geordie.
