I've seen this work too. Reinstall Win 7 and then go to the Win 10 upgrade.I doubt the machine is not up to running Windows 10. I had an old PC (originally Windows 7) that had, from memory, similar specs to this. Upgrading it to Windows 10 failed via the automatic MS process so I wiped it completely, re-installed Windows 7 from the original disk and ran the upgrade with no problem. I guessed some software/drivers installed since the original set-up had caused problems.
My daughter uses it for homework, YouTube, and it is running well with Win10.

I've run a few versions of Mint. Quite often they are almost as resource intensive as Windows.Linux MINT. Great OS. love it to bits on my laptop
If you use assistive technologies is still availableBugger, I think it's too late for the free upgrade to 10 now though.
