It's not that uncommon. The road between Damascus and Aleppo becomes a military runway for a couple of kms. Never seen any aircraft on it, mind.

Heathrow used to have something similar - not crossing the runway, but crossing a route to one of the hanger areas. It's now been closed off (I believe) and a new route which diverts you around that area, which adds the best part of a mile to the journey.
