No idea, possibly not legally obligated, but it certainly seems to be the norm.

Just googled around and found:
It is important to highlight the fact that employers are under no legal obligation to provide facilities for smokers. This is left to the discretion of individual businesses. Note however that, in many cases, whatever the good intentions of the employers/occupiers of premises, it will be at the discretion of the landlord’s of business premises whether to give permission for the erection of shelters.

I am guessing that the boss is probably a smoker

Or fears the militant smokers more than he does the cyclists

Sign of the times I'm afraid. Since the smoking ban smokers now huddle in the bike sheds. Nothing quite beats that smell after 12 mile cycle ride, ciggie butts everywhere, horrible

There something not right about it government policy, etc are trying to encourage healthy living but that company is rewarding unhealthy living. I would be tempted to kick up the "it goes against all policies" argument but then again if it was my place of work I might not want to make a noise that could affect my future.

kicking up a fuss will get you sacked or sidelined as far as your future in the company. If there is nowhere inside to park your bike then get another job, tell the papers, then tell them why you left. Also when leaving explain to them that their policy on this means that they employ people that take regular 10 minute breaks (this mounts up) and that those that work through these breaks are leaving their company. Also smokers will be taking more time off sick so they are the losers for their decisions not you.

I'm not a commuter, but I do sometimes park my bike outside cafés in the rain. Is it a real hassle to have your bike outside and not in a shelter? Serious question, not trying to start an argument!

There seems to be a very high percentage of smokers in our building.
Sadly, we cyclists are a dying breed...
...well...actually it's the smokers who are...y'know...

If it's uncovered, all day, getting wet - certainly not good - promotes rust, saddle gets soaked. TBH I've managed for over a year carting a PVC bike cover too and fro from work every day - bike left outside to elements, but covered up. We've only just got a shelter, and it's loads better not having to cart the cover about..

I'd suggest getting a cover and chaining the bike up somewhere secure but visible.....i.e. near the front door..... "you can't park there"...."Well we have no shelters now......"

I don't mind leaving my bike outside for a short period, i.e. when in cafes, etc. But to leave it out for 8/9 hours every day.

I think I will look into getting a cover and parking it right outside the front door. Try and cause as much disruption to others .

I agree with this completely. I had to stop myself before replying to the email again. So much I want to say but like you said, kicking up a fuss could make things difficult.

Thats what I would do however I have always been a bit militant bugger. As much as it should not, much depends on how long the OP has worked for the company. In the current climate probably not the best thing to be doing making yourself stand out
