With 1225 reports made with RoadSafe in nearly a year
That does seem like quite a low figure.
My reports to Crackdown, the Sussex Police version, have numbers in the high 28,000s - i.e. nearly 30,000 reports have been made. AFAIK the scheme has only been running a little longer than Roadsafe.
I'm not quite sure what lies behind the discrepancy.
