When I had squealing front brakes (after about a year of being okay), I tried toe in/toe out, tighter/looser calliper mounts, a number of different pads, DIY wheel trueing, cleaning rims, even sanding pads and rims rims to alter the surface and only sanding the rims helped and only then for a ride or two at a time, which for a number of reasons is a terrible solution and since I had disc mounts it didn't take much to go in that direction. From what I understood reading about it, its normal for rim brakes to squeal, just usually outside of our hearing range - the pitch of the sound affected by the surfaces and angles/pressures etc how things vibrate so many things can alter it good or bad. Im sure I even read about people greasing their rims slightly to solve it
