Advice needed - is it ok to run 22mm rim tape on a 23mm internal rim width??

I would have thought so, once it drops into the rim bed, the effective width should drop - I'm using 19mm wide rim tape on a 18mm rim, and it's been fine.

Edit: I should note that I'm using velox rim tape which is a bit thicker than most as well.

No - tubed for now

Personally I use gorilla tape for everything, tubeless or tubed, I can cut it down to whatever width I like. I generally do two wraps.

Should be fine, just be careful to ensure no spoke holes are exposed.
