is there an owners manual with it, the CE certificate or certificate of conformity might be in there.
You can't register the bike as it falls outside of the current regulations, set in 2016. It'd have to go through the MVSA, as one manufacturer does for the throttle.

There are some folk who have done MVSA on ebikes. It's not so onerous Lights are one of the bigger hurdles to get right, with brake lights, and registration illumination. Registration mount too. I think a mirror is required again plenty of after market stuff.

Obviously it's easier if ebike has certificate of conformity.
