I will help as much as I can if time allows and, like @summerdays said, if it's not dark or a secluded spot. Mind, if it's a woman I always stop, even if it's late in the day or if I'm on my way to work.
In summer I rescue lots of cyclists because my commute is on a path popular with tourers.
Sometimes I ride a hub bike that I cannot take the wheel off, so I don't carry spares or tools, would be pointless. Could still help the stranded lejogger last summer, let him use my phone, went to get him water and a snack while he was repairing his puncture.
Many times I offered help to roadies, who look at me like I've got two heads or something, no doubt because I'm a woman on a hybrid, what do I know?
What they don't know is that for various reasons, most of the time I have more tools in my panniers than a bike shop, and I know how to use them too :laugh:

Yes I would always stop for a child, apart from anything it's most likely to be the chain is off so I can fix that easily!

I've just seen on Facebook that one of my friends has been struggling to fix a puncture, and someone else replied that they always take it to the bike shop to fix it. I'd have helped my friend fix it if I'd been closer and I'd known.
