It's just the HOOTSMON stirring up more anti-SNP tripe.

The consultation was published in May and ended in August - so why is it a story now?

Anyway the Scottish Government has no powers to levy Vehicle Excise Duty

True...

Sorry, I have skipped a number of posts (thus may concequently reiterate previous thoughts on the matter) but I think that this is an excellent idea  and once again something that England should be following!

Perhaps, cyclists should not be singled out but we should ALL be made to pay for roads pedestrians and road users, and the car road tax spent solely on motorways.

[sigh]
We all already pay for the roads, road building and maintenance is paid for out of general taxation, there is no such things as "car road tax" it is just a myth...

We car drivers have to pay it so should any one else who uses the road.

Except that once cyclists pay it, then the James Blunts of car drivers won't be able to tell us to get off the road. You'll be stuffed then, since any cyclist will happily ride in any part of the lane, even right near the offside, and you won't have a leg to stand on to complain about it.

And have you thought about why motorists pay this tax and others don't? What reasons could you imagine that would cause this to be the case?

Ok if that the argument any one who has a cycle should pay to cross the humber brige or any other tol road. Eben if they are walking with there cycle.

Sometimes lost pilots will use the road network as a means of navigation. Surely by using the road they should be liable for taxation?

And even those cars that don't pay it: the LEVs, those exempt for reasons such as the disability of the driver, and those theoretically belonging to the Crown.

I entirely agree, but it should be in proportion to the amount paid by cars according to emmissions and damage to road surfaces. Given that some cars are already zero rated and don't pay anything, this would probably mean that we're all due for a refund. When are you sending me the cheque?

Why should they?

OK, sure, if pedestrians are paying to cross (and a few toll bridges do charge pedestrians) then fair enough. But you think that if a cyclist stops, dismounts, and pushes his bike across a bridge as a pedestrian he should have to pay, and other pedestrians shouldn't?

Why?

Apologies for not getting back sooner.

I don't know whether you have the phrase 'old chestnut' in Texas, but the 'r', 'o', 'a', 'd', 't', 'a' and 'x' keys of a good number of the CC faithful show significant signs of wear. You're new, so you might not be aware of the facts.

I once thought of producing a leaflet to hand to motorists who felt the need to discuss my rights on the road. It was going to be called "Road Tax - Why you are talking out of your @rse". But I've decided that the personal approach works best. So, here goes.....

In this country, there are very few hypothecated taxes. A hypothecated tax is one that is collected for a specific purpose. So, Vehicle Excise Duty or 'road tax' as it is commonly known, does not pay for the roads or, more accurately, it is not the only tax that pays for the roads. Instead, it goes into a giant pot for the government to spend on say, engaging in misguided adventures in the middle east or state funded health care.

Now I've picked these two topics because they will both have resonance with you, our American chum. By paying road tax, you are supporting our chaps in Afganistan. That makes you a patriot, albeit a British patriot. Apologies if that makes the 4th July a little conflicted.

To health care! Despite its many failings, we are quite proud of our national health service. You, by paying road tax, have contributed to our state health care system. I must admit that, until Sarah Palin spoke out, I was unaware of the existance of state 'Death Panels', but I guess they must be part of the NHS. After all Mrs Palin wouldn't have just made them up, would she? Here's hoping that grammar and spelling aren't two of the criteria that they use to make decisions, eh John?

I'm currently commuting on my 1959 Raleigh Trent Tourist, which is 50 years old and therefore classed as a vintage / classic bike! So I should be entitled to a 100% exemption!;)

If I had a bike over 10 years old, can I use the scrappage scheme and get a couple of grand off a new one?
