Road bikes invariably have drop bars. Track bikes often have flat bars.

Does anybody know why? They're both designed to go as fast as possible.

Track bikes have track bars, never seen a track bike with flat bars myself? Post a bike of the type of bike your describing

Are you mistaking fixed wheel bikes for track bikes?
All track bikes are fixed wheel, but not all fixed wheel bikes are track bikes.
Non-track fixers can have any type of handlebar you like.

I've a feeling the OP is referring to a "track" bike, not a track bike. A.K.A. a flat-barred fixie from Argos (like this ) although I think that some of the Charge fixies are also "track" bikes.

I was thinking of something like this. Perhaps they're one off specials?

You would never seen that used in an actual track race.
