Just round the corner from me there is a section of the former Leeds Outer Ring Road that is grade separated dual carriageway with a 70mph speed limit. No hard shoulders or anything though.
The Ring Road has now been rerouted along a brand new road, so this has been downgraded from a A road to a B road but retained the 70mph limit.
It's only around half a mile in length and is a bit of an oddity as the speed limit drops to 40mph at either end.
I've cycled on it once, downhill, and wouldn't attempt it again but you do see cyclists on there even riding the up the hill which must be torture even without the traffic. Fortunately there are several alternative routes on quiet residential roads.
