I take it you do have a picture of the hole that caused the problem, taken using an item whose size cannot be argued over. Coin, battery that type of thing. Rulers & tape measures don't always work.

but what's the actual point being driven at here?

that riders were too close behind the one that came off when hitting the pot hole?

if following riders fells then I'd say by definition they were 'too close' to the falling rider, I'd guess that's the Councils argument

Is the OP trying to claim from the council for the group as a hole for one rider's fall on one pothole?

I can't see anything wrong with this ruling. When riding in a group you voluntarily accept the risks in return for the mutual benefit. If in a group many riders fall 'cos one hits a pothole then they've contributed to the problem, as has the pothole.
