Bike Channel have live coverage of the classic at 8.45am and repeats of the classic and every tour stage at 3pm and 9pm.

http://www.tourdownunder.com.au/en/the-race/coverage/where-to-watch-the-race#panel5 lists Bike Channel as the only UK broadcaster. It does claim Rai Sport will be showing it, which is often visible free with the right equipment, but it's not shown on their schedule - which isn't always complete.
