Lubricate the bead where it sits low. I have used washing up liquid when this has occurred with tyres.

As Ming suggests and assuming tubeless then pressurise till they pop / slide into position. Don't go to mad with the pressure. If.youve ever seen a car tyres replaced its a bit like that.

I’ve just changed my tyres on my gravel bike as the Panaracer slicks were toast. I have been refitting my “winter” cinturato gravel M. I used the same technique on both wheels, including cleaning the rims, fitting the tyres, spray liberally with dilute soapy water, remove the valve core then blasting with my compressor. The rear seated immediately, I deflated it moved the tyre bead enough to pour in the SILCA sealant, blew it up again and refitted the valve core, job done. The front just won’t seat, both sides near the valve. I think it will be LBS tomorrow.
