Shoes and pedals

Hi all
Wonder if you can help? I have a Specialized Allez and need some pedals. I don't want clip ons. I also need some shoes. Unfortunately budget is very tight as times are tough at the moment. Can someone recommend what I should get for comfort and value for money. I truly do not know where to start.

I know its a bit of a mish mash but I had this combo on my Allez Sport and they worked great. the tread on the shoes gripped great with the pedals
