They should do - it's points on the licence.
Points on the licence dosen't seem to work for some though. I got a picture of a local company driver using a mobile whilst "performing" a U-turn. Mounted the pavement eitherside of the road, which has parking areas on either side, effectivley a third lane. He saw the camera pointing at him, gave me the single finger salute(other hand) whilst driving at me, so at least I've a clear shot of his face.

That I do not know. Phone in the right hand, sigle finger salute delivered with the left hand. I'm waiting to see how he tries to get out of saying it wasn't him/he didn't do it. A 35mm SLR is fairly obvious in use, so he knows he's caught on camera.

I, like most people only have two hands. I'm assuming the driver has only two. His "free hand" was being used to deliver the single finger salute through the windscreen.

That has got to be a 'bloke driving with knees moment' hasn't it! We can't do that cos our legs aren't long enough (usually).
Small wagon being driven. Could he drive with the knees whilst performing a U-turn? Okay he needed more than three lanes to do it.
