Ahaha. Royal Parks (of which Hyde Park) is one have their own legislation in which it is ruled that speed limits specifically do apply to bicycles. I forget the name of the Act, but I think it has "Royal Parks" in the name and the year was 2003

Or ask any London Dynamo rider about Richmond Park
