Why don't you try Race Blade mudguards? - They're not full-length and clip on, allowing 25mm tyres.

23's are fine in the wet. You just have no confidence in your self using them in the wet.

+1 ride GP 4000s 23 in the "summer" months and GP 4Seasons in the wetter winter months no problems
