You need the fine rain to get you wet. No need for an umbrella.

Winds will remain light.

Depends from where you go, you need permits for the land up there. Not that I've ever heard of a rider being challenged to show one.

If your cycling skills are up to it take the umbrella. But I'd struggle with one offroad on an mtb.

Well, it didn't really rain! So much for the forecast. All dressed for a soaking, and all we got was a bit of drizzle for 10 minutes.

Piddled down on the way home though, but we were in the van by then

From my limited experience, BBC weather is very very pessimistic when it comes to rain. That said, the time when you don't take waterproof gear is the time when BBC weather gets it spot on.
