You seem to think the cyclist was doing something wrong. He wasn't.

There's no law against cyclists, or pedestrians for that matter, using mobile phones.

I answer my phone if I'm on a Cycle Path but I wouldn't if I were on the road. Asking for trouble!

if a driver can't drive properly while using a phone, how can a cyclist ride using one when balance and control is so much called

Is that not the charge you leave yourself open to whilst attempting to establish a shouted conversation with another moving road user?

agreed-you seemed equally distracted by having an over the shoulder conversation. Comments such as 'if you kill me' etc also seem a bit ott.
