Single speed, flat bar, mudguard eyelets

As per the title I'm looking for a bike with:

* single speed (freewheel)
* flat handle bar
* mudguard eyelets
* <£1000
* on-road use/thin tires (28mm)

Will be used mainly for a 7 mile commute.

Surly cross check ss is a contender although I'd want thinner tires than the stock build.

Anything else fits the bill?
