Small quick-access handlebar bag suggestions please.

I'm looking for a small handlebar bag just big enough to carry a largish Canon G9 compact camera and a pair of Minox compact binoculars. Waterproof and a quick access lid is essential. Alternatively, does anyone use the Topeak Tribag top-tube bag? Would it accommodate the camera and bins?
