It's illegal to sell alcohol to a minor but there's no law against a 14 year old having a glass of wine with their Sunday lunch.
Here in Scotland you have to be 16 to drink (with food only, wine or beer only, no spirits) in a licensed premises - Scottish Licensing Law
Parents or guardians must be present, a 16 y.o. wouldn't get served alcohol if they went to a restaurant with their 18 y.o. pal

But in the family home, I don't think there's a law mandating a minimum age for consuming alcohol.
