Snatching front brakes on kids bike

Hi all is there a way to stop a kids cycle front V brakes from snatching too hard on the wheels ? If you toe in the pads will that help ? My daughter has a nasty habbit of just pulling the brake lever as hard as she can when trying to stop and explaining about progressive breaking to a 4 year old is not going to happen.

take a pic of the v brakes as there lots of diff ways you could reduce stopping power depending on type, main 1 normally is to have the brake cable a bit more loose from brake lever to brake calipers, so when its pulled hard takes longer to stop thus not fully closing tight to the rim. with some v brakes back in the day you could alter them in the same sort of similar way to road brakes with shimano the way you have a component to open or close the brake calipers.

Cheers all.

Ivan the bike has a small black barrel on the brakes with something like Power Adjuster written up the side but you can't adjust it.
