But if the cyclists stops at all the Red Lights were there is traffic but ignores the ones when they are certain it is safe to proceed,this is breaking the law, but it is showing enterprise & initiative to get the job done.

It is a slippery slope from the top of which you are tempting us!

Yesterday I was near a pedestrian crossing on red and a cyclist whizzed through, certain it was safe to proceed. Unfortunately pedestrians don't wear high viz so she didn't see the person whom she very nearly ran over.

Plus the fact that if you do as you suggest you are bound to be seen and will confirm the public's opinion of cyclists as being anti-social and inconsiderate, which some of us certainly are. Image is important in more ways than one when you are a vulnerable road user.
