This exact scenario was used as a joke in the film 'National Lampoon's Vacation' where after Clerk kills his Aunts dog in the same way, pretty sure the trooper that pulls him threatens to 'Split his skull open'.

I hope someone at least trashes his 911 after the Police have dealt with him and the courts actually give out justice for this crime.

I am horrified. I was out with my dog in the pub while this was happening just a mile from us. I was sick to the stomach when I heard it on the radio. Please, at least a custodial sentence for this piece of sh*t

A 33 year old has given himself up to Police and is now on bail.

Worthing man arrested on suspicion of animal cruelty

A Porsche driver allegedly drove with a dog tied to the back of the car in Sussex [22 November 2011]
The 33-year-old Worthing man was arrested on suspicion of animal cruelty after the Beagle Collie-cross dog was discovered dead at the side of the A27.
The black Porsche Carrera was seen at the Devil's Dyke car park near Brighton on Sunday at about 22:00 GMT, dragging the beagle-collie cross behind it.
The man handed himself into Worthing Police Station and remains in custody.
PC Scott Walters said: "The injuries this dog suffered were horrific. It has been distressing for everyone involved."
Officers are appealing for any witnesses to come forward.

The word sick in describing the driver is very true but for acts like this a much stronger word such as Nauseating or Vile seem more appropriate.!!!!!!!!!!!!!!!!!!!!!!!!!!!!
