A bit of googling and that seems to be Hubert Oppermann's bike from the 1920's.
A class bike and a class rider.

I particularly like how the bike has been leant against the scratchy wall corner for maximum paint damage effect and how the quill stem looks as though it is barely inserted into the steerer tube.
