Audacity is acceptable considering that it is free. Must say I've never heard of Wavepad before, which is interesting considering I use these kind of applications for my work.
for free you can't fault audacity.
I've used lots of wave/sound editors and its good for what it is.
I don't know wavepad though so I'm not sure what functions specifically you are after.
