Normally when they feel anything less than smooth when you rotate them.
I did the M530s on my road bike a few weeks back. The pedals are relatively new (less than 1000miles) and I was surprised how little grease they had them from the factory. Even though they weren't particularly 'gritty' before they are hell of a lot smoother now.
You won't do any harm by servicing them too early

It's what I was doing yesterday. Albeit with M540's, that don't have the plastic part. I do have some M520's on my other bike and, for the sake of just over a pound, the tool is invaluable. Should take you 30-45 mins to dismantle, de-grease (and fit new ball bearings as I did) and then re-grease and re-assemble.
