Specialized elite handlebar adjustments..

Can someone tell me how l adjust the handlebar on my specialized elite, l would like to raise the handlebar but have'nt a clue how this is done

Elite is a spec level, not a model name. What bike is it? Secteur? Sirrus?

Only three options:-

Flip the stem - you have a choice of slight rise, or a steeper rise (i.e. take off bars, remove stem and refit).

Any spacers left above the stem - if no, then that's as high as you are going to get.

Fit an adjustable rise stem.

The secteur elite has a sleeve with an offset center, as you rotate the sleeve it adjusts the angle. If you look at the back of the stem in the gap you will see some numbers that is the angle it is set at. Just undo the stem bolts and rotate the sleeve to adjust the angle. Also as has been said you can flip the stem for a negative or positive angle.
