Today, riding into work, I indulged in a wee "could I go faster than this" competition with ... myself.
City centre, bypass straight road (to keep cyclists and pedestrians away from the traffic), parallel to the waterfront pedestrian walkway. No cars allowed in this bit. The bypass is also lined with trees.
A quick scan, no pedestrians, no joggers, no bikes, no dogs, no nothing straight ahead and to my left.
Pedal faster, pedal faster, 10, 12, 13, will I make it, yes! 15 mph! Sugar! Out of the trees, looking left (I mean, left is no entry silly man, look right! What do you think comes out? Yes: it's a black taxi!

The moral to this story? Taxis should wear high viz when driven in non motorized traffic reserved roads, puah
