Without going into the entire philosophy and legal standing on the subject, as I indicated their is no such offence as "speeding" for a cyclist. This does not mean that mere magistrates may "err in law" on the issue. however if challenged in crown court the conviction will be overturned.
A cyclist can however be convicted of "furious cycling" in circumstances where they accede the limit for other vehicles.
Leads to the interesting prospect that one may be able to mount a defence along the lines of; well your honour, I just got a job promotion, won the lottery and had a really good time with my partner that morning, so in order to take full advantage of all the oxytosines and endorphines rushing through my body, I, in a very happy and exhilarated frame of mind, went whizzing through Richmond park on my bicycle and achieved 37mph !!! I was not at all furious...
