Interesting.
Without going into the entire philosophy and legal standing on the subject, as I indicated their is no such offence as "speeding" for a cyclist. This does not mean that mere magistrates may "err in law" on the issue. however if challenged in crown court the conviction will be overturned.
A cyclist can however be convicted of "furious cycling" in circumstances where they accede the limit for other vehicles.
Leads to the interesting prospect that one may be able to mount a defence along the lines of; well your honour, I just got a job promotion, won the lottery and had a really good time with my partner that morning, so in order to take full advantage of all the oxytosines and endorphines rushing through my body, I, in a very happy and exhilarated frame of mind, went whizzing through Richmond park on my bicycle and achieved 37mph !!! I was not at all furious...

Just read the article in more detail. Not withstanding the "royal parks" definition of "vehicle" you will still have the same defence in law as you would for the accusation of speeding on the road. This has been set by precedent.

Don't give the 20mph limit much attention in RP. Obviously one must exercise due care with deer/people/cars but, for me, it's the closest place for a decent cycle without traffic lights/junctions every 400m. There are only a couple of sections in a lap where most cyclists can go significantly over the 20mph anyway.

Cycled many many laps and never had a problem. If the police stop me they stop me.
