Why the breeze blocks in the ground floor?

My guess is that it would blow over in a light wind so they added weight at the bottom in an attempt to lower the centre of gravity. Guy wires would have been more effective but would have spoiled the "statement".

There looks to be plenty of extra timber on the other floors to keep it rigid too.
