I've rattlecanned tons of bikes. Powdercoating is better BUT you would have to sandblast it first if it was painted before.
A spray paint job will chip but you can touch it up easily.
I've found it takes a while for rattlecan paint to become completely hard. More so if in the cold. I like to do mine in the summer and put the object in a car for a while. Gets to be 60 C and hardens much more quckly.
I personally wouldn’t bother, I sprayed an old bike gold whilst still a yoof, there were no runs in it, but it just looked horrible and not right, I would probably have been better picking a non metallic colour , but you live and learn I suppose
