As is the intention. The speedo is not allowed to be pessimistic...That's absolutely right. My cars speedometer reads slightly over optimistic compared to the sat nav, which is a good thing really as it keeps you on the right side of speed camera limits.
How rare?It is rare that the word statistics is used when you are comparing two numbers. Quick we have two numbers to compare, better invent a new branch of mathematics for it.
