Given that you can buy 1 1/8 threaded headsets I'd say there must be forks that use them.1 inch.
My understanding is that 1 1/8 inch steerers are all threadless. Am I wrong, vintage gurus?
Or a large adjustable spanner. Then just measure the gap.Do you own/could you borrow a pair of calipers from someone?
A bit more than a few seconds. It doesn't look like there's exposed steerer there. He will have to measure the stem OD and then work from there.Going by the head tube that's an inch, but it takes a few seconds to measure it.

Kona MTBs used 1 1/8" threaded steerers for years (at least 1991-94), claiming quill stems were where it was at. Brompton still use them. The Kona ones have quite a low stack height but a Tange Falcon, or whatever the 1 1/8" equivalent of the Falcon is, is a good replacement.1 inch.
