A 'bent has a smaller front cross section than a upright bike, so there is less drag. However a two wheeled 'bent has the same rolling resistance as a normal bike, so the amount of power required for a particular speed is less. 'Bents also have a much better seating position.

By the way, passing to the left is not illegal per se. In order to do so you may be breaking other traffic law (such as due care etc) , but there is no offence of undertaking as such.
The Highway code is pretty specific, but the Highway code is NOT law.
