I like your plan, although might I suggest one teensy amendment? When the vehicle starts moving, if the vehicle detects the driver on the phone several tasers deploy and zap the driver.
Then they could be done for not being in control of their vehicle!

Increasing the penalty won't work nearly as well as applying the penalty already in force

Got some evidence to back up those rather significant claims?
It was a freakonomics podacst which had a researcher who said the average time of emergency vehicles reaching traffic incidents had roughly halfed mostly due to mobile phones being in every car and the numbers of lives that saved was greater than those estimated lost due to illegal mobile use.

Obviously it would Massivly better shoukd selfsh pricks not use the phone whikst driving.

forgot. It also sped up due to moblies speeding up locating the incident using mobile triangulation

I have a phone in the car so could phone the emergency services .... I don't use it though the rest of the time. (And luckily haven't needed to phone them myself whilst driving/scene of an accident).

I do like my phone and have been known to wander along as a pedestrian, but driving and also at work I don't use it. I can control my use why can't 10% of the population.

I believe there's apps and also car technology being developed that could detect crashes and automatically contact emergency services.

I already have it in my car. No need for me to have a mobile to call the emergency services - I just press a button.

I hope it's more advanced than that.

People use phones while driving, people speed, and cyclists RLJ. Ignoring the possible consequences, the common feature is that the laws to stop these offenses aren't enforced because most people don't see them as a big deal. That's all.
