The easiest way for a steel stem is to turn the bike upside down, remove the mudguard if there is one and pour diesel into the steerer tube and let it sit for about a week. Diesel works well as a penetrating fluid and is very cheap.

If I was doing this job outside or in the garage I'd have probably done just that, but as the bike is indoors I didn't fancy the mess if a large quantity of diesel decided to leak out. My way took longer but a couple of old copies of the Evening Standard underneath and a rag tied round the forks was enough to keep it off my carpet.
