Stuck cassette

Just looking at the lock ring in a bit of detail, the notches look a bit buggered to me and it could be why the tool isn’t engaging properly as each notch isn’t uniform.

An impact gun might do enough to free up any bonded parts?

The vice method works well on a freewheel, but on a cassette / freehub is the chainwhip you need to hold / move opposite to the lockring.
Something is amiss, as whilst a freewheel tends to tighten in use, a cassette lockring doesn't.

is the lock ring damaged here?

I have a handy garden hoe I can insert on the end of my adjustable spanner. Nice 2m long spanner

Update and success.
Butane torch and the strong arm from the car. Didn't even think about using it until today.
Thankfully installation was easier than removal.
